The Center for Transformative Learning Technologies (CTLT) at UGHE is pioneering new approaches to help shape health equity, education, workforce and systems across Africa and beyond.
Grounded in social accountability, CTLT leverages artificial intelligence, immersive simulation, and data analytics to build equitable training ecosystems that support healthcare professionals throughout their careers—and to help health systems improve at scale.
Our Purpose
Healthcare systems across Africa face complex challenges—from critical shortages in workforce capacity, limited access to practical, contextually relevant training, and limitations in measurement and assessment of systems performance.
CTLT was created to overcome inequities in healthcare by pioneering technologies that enable access to clinical excellence for all – driven by purposeful applications of innovation and partnership at its core.
Whether addressing resource gaps in rural hospitals or supporting national health initiatives, CTLT focuses on enabling AI-powered analytic learning technologies and immersive simulation experiences to meet learners and systems where they are. To ensure education is not only clinically rigorous, but also reflective of the environments where care is delivered and received – whether in rural communities and hospitals, university classrooms or operating rooms.

Immersive Training Technologies
- Experiential Learning & Simulation (UGHE_SIM):
Launched in 2019, UGHE’s Clinical Simulation Center in Butaro, Rwanda, is a state-ofthe- art facility featuring exam rooms, control rooms, debriefing spaces, and flexible studios that replicate various clinical environments. Full scale, life-like training in a collaborative, experiential learning setting.
UGHE_SIM creates life like environments and scenarios delivering curricula built to drive clinical excellence, emotional intelligence, and rooted in empathetic patient care and leadership.
• State of the Art Simulation Faculty Development Course & Center Development Partnership
UGHE_SIM in partnership with Harvard Medical School offers comprehensive training in the Foundations of Simulation Science, Scenario Design, Debriefing Strategies CONFIDENTIAL adapted to African Context, and Center Management, Operations and Development Consultation.
Services are provided between Kigali and Butaro as well as delivered internationally on-site for large groups, projects, and formations of Simulation Communities of Practice (SIMCoP) for medical/nursing schools, hospitals and healthcare systems.
• SIMEquity Mobile Carts:
Portable, high-fidelity simulation platforms bringing clinical training to rural and underserved regions.
• In-Situ and Digital Twin Simulations:
Real-world practice environments designed to evaluate workflow, teamwork, and systems performance.
CTLT Supports the Entire Healthcare Enterprise
CTLT’s platforms are built to serve learners and systems across the entire health workforce continuum. Anchoring our approach in data, context and adaptability to ensure care providers are equipped not only with clinical skills, but with a deep understanding of the social landscape in which they work:
- Undergraduate Medical Education (MBBS): Integrated environmental VR modules and skill-based simulation to enhance foundational learning, empathetic practice, clinical and relational skills.
- Postgraduate Training (Residency): Team-based, scenario-driven simulations that support clinical decision-making and procedural mastery.
- Continuing Professional Development: Accessible, mobile, and scalable tools for lifelong learning.
- Health Systems: Data-informed strategies to improve training quality, standardize care, and optimize service delivery.

Our Impact: From Neighboring Communities to International

Rwanda
- CTLT is working in close collaboration with the Ministry of Health to scale immersive and AI-enabled learning tools and analytics platforms to regional and district hospitals as part of Rwanda’s 4×4 health system initiative.
- CTLT serves as the lead host for SIMHealthEquity (SHE) Network—a national consortium for immersive health technologies.
Africa
- CTLT actively partners with institutions Africa-wide, supporting national training programs, and engaging with medical schools and health ministries to co-design future-ready learning systems.
Globally
- Through deep collaboration with leading institutions world-wide including Consortia of Medical Schools Africa (COMS-A), Harvard Medical School, Boston Children’s Hospital, Stanford University, and many others, CTLT contributes to the advancement of socially responsive health education through research, collaboration, and knowledge sharing – contributing to the global dialogue on health education innovation.

By 2030, CTLT aims to:
- Serve as a major partnering African hub for AI- and simulation-enhanced medical education.
- Expand know how to 15+ clinical training sites across the continent.
- Host regional and global convenings focused AI @ healthEd, immersive learning and systems innovation for equitable, tech-enabled education.
- Publish and share open-source models and best practices for scaling sustainable, transformative, socially grounded education.
