About the HPE Program
The Health Professions Education (HPE) Program at UGHE is a transformative academic initiative designed to respond to Rwanda’s national human resources for health (HRH) needs and the continent-wide demand for qualified health professions educators. Rooted in equity, excellence, and relevance, the program prepares healthcare professionals to become educators, curriculum leaders, faculty developers, quality assurance champions, and educational researchers. It emphasizes workplace integration, policy engagement, and leadership development, positioning graduates to lead reforms at institutional, national, and regional levels.

Structure of the Program
The primary structure of the programs is the stepladder curriculum development model. This model frames the three programs as interconnected yet independently self-contained. The model is progressive, with each level building on the previous one to create a cohesive and comprehensive curriculum that addresses the evolving needs of HPE. This structured approach allows for the progressive development of the programs and ensures a coherent and integrated learning experience. The structure allows students to advance through increasingly complex educational levels by building on their past knowledge and experience. This model offers flexibility, allowing learners to exit at any level with a recognized qualification or continue with a higher program in the HPE hierarchy.
Flexible Progression and Exit Pathways
UGHE’s HPE Program follows a STEPWISE model that enables learners to either complete each level as a standalone qualification or continue to the next level based on performance and career goals.
If you apply to the Postgraduate Certificate Program (PgCert-HPE):
- You will complete 60 credits.
- At the end of the program, you may:
- Exit with a PGCert-HPE award, or
- Apply to progress to the Postgraduate Diploma (PgDip-HPE) if you meet progression criteria.
If you continue to the Postgraduate Diploma Program (PgDip-HPE):
- You will complete an additional 60 credits (totalling 120 credits).
- At the end of the PgDip, you may:
- Exit with a PgDip-HPE award, or
- Apply to progress to the Master of Science in HPE (MSc-HPE), subject to academic performance and review.
If you continue to the Master of Science in HPE (MSc-HPE) after the PgDip:
- You will complete an additional 60 credits (totalling 180 credits over 18 months).
- This final phase includes advanced coursework, educational research, and a capstone dissertation.
- Upon completion, you will graduate with the MSc in Health Professions Education, the highest award in the program.
If you are admitted directly to the full Master of Science in HPE (MSc-HPE) Program:
- You are expected to commit to the entire two-year program and there are no exit awards at the Certificate or Diploma levels.
- The only available exit award is the MSc in HPE upon successful program completion.
This commitment applies to all Mastercard Foundation Scholars and direct-entry MSc candidates.
