Dr. Jean Paul Joseph holds a Master of Science in Epidemiology at the University of Montreal, Canada. He also earned his master’s in health information management at Purdue University Global in the United States and a Master’s in Public Health at the University Quiskeya under a joint program with Cornell University and GHESKIO Centers in Haiti. Dr. Joseph is also a physician trained at the “Faculté de Médecine et de Pharmacie (FMP) de l’Université d’Etat d’Haiti (UEH).” After his social service in 2009, Dr. Joseph joined the Partners in Health/Zanmi Lasante (PIH/ZL), reproductive health team, first as coordinator of a pilot project of HPV vaccination and then as Assistant Director of PIH/ZL’s reproductive health department from December 2009 to March 2010. From March 2010 to June 2011, he worked as a coordinator of the reproductive health program, focusing on the Prevention of Mother-to-Child Transmission of HIV and congenital syphilis. From July to December 2011, he worked as a monitoring and evaluation officer of the reproductive health program. During the same period, he worked as a technical advisor at the National Technical Committee to revise Haiti’s national PMTCT standards.
In December 2012, he was promoted to Monitoring, Evaluation, and Quality Improvement Officer. He contributed to developing quality and performance measures and quality improvement programs at health facilities supported by the PIH/ZL network.
In July 2013, he was promoted to coordinator of the M&E and QI department; his primary responsibilities included: designing and developing monitoring, evaluation, and quality assurance plans for various programs/projects implemented by Zanmi Lasante. He also collaborated in implementing the national Quality Improvement Program as a regular National Quality Core Team member.
From February 2014 to June 2015, he worked as the Monitoring and Evaluation Deputy Director for Zanmi Lasante while also serving as the Quality Senior Technical Advisor at SSQH, Central South (USAID) and the M&E Manager of the Border Health Activities (BHA) project at Belladere (USAID).
From July 2015 to July 2021, Dr. Joseph worked at the University Hospital of Mirebalais as the Chief Medical Information Officer (CMIO) while providing technical support for the overall ZL/PIH network as a Senior Quality Management Advisor (SQMA). Furthermore, from September 2017 to March 2018, he served as the hospital’s Interim Deputy Chief Operating Officer (COO). As of August 2021, Dr. Joseph serves as the Laboratory and Epidemiology Director at The Stephen Robert & Pilar Crespi Regional Reference Laboratory located at the University Hospital of Mirebalais.
