A Playbook for Preparing and Responding to Pandemics and Humanitarian Crises

Recent pandemics and other health emergencies have underscored the critical need for robust global health leadership. Effective leadership is essential for coordinating responses, allocating resources, and ensuring that health systems are resilient and adaptable. The challenges faced during these crises, such as inadequate infrastructure, lack of coordination, and insufficient resources, highlight the need for comprehensive strategies to enhance preparedness and response. This session aims to provide a platform for global health leaders to share their experiences, discuss the current state of leadership, and explore innovative strategies to address these pressing issues.

Panelists  

Dr. Kateera Fredrick MD, PhD 

Fredrick Kateera is a Rwanda Medical Doctor with Postgraduate Trainings in Epidemiology and Immunology & Immunogenetics. He completed his Doctorate studies in Malaria Epidemiology and a Post- Doctoral Fogarty Global Health Fellowship in Malaria Epidemiology. He has over 15 years of experience as a Rural Hospital and Research Clinician. He has also worked in HIV program management and is a Global Fund Certificated Public Health Expert involved in Monitoring and Evaluating Malaria Program implementation. Currently, he works as the Deputy Executive Director at Partners In Health Rwanda overseeing all Clinical, Strategic Implementation, Research & Innovation and Training functions. He is a Global Health advocate with a passion for rural setting Clinical and research program design, Implementation and evaluations. He is a Principal Investigator on multiple research grants including NIH funded grant in the field of Infectious Diseases. 

Dr. Zikan Koroma, MD, MSc 

Dr. Zikan is a medical doctor with a Master of Science in Tropical and Infectious Diseases from the Liverpool School of Tropical Medicine. He has an extensive experience as an infectious disease clinician, specializing in HIV/AIDS, co-infection case management, diagnostics, emergency preparedness and response, as well as research work.   In the past, he served as the National Program Manager of Clinical Laboratories and the National Coordinator of Biobanking and Biosecurity at the Ministry of Health. During the COVID-19 outbreak response, I held the position of Deputy Laboratory Pillar Lead and later became the National Laboratory Pillar Lead.  Currently, he is the Director of Biomedical Services at the National Public Health Agency, where I provide leadership and supervision for the Integrated Public Health Laboratories, the National Infection Prevention and Control Program, and Risk Communication and Case Management.  He is also an alumnus of the University of Global Health Equity, where I successfully completed the Global Health Delivery Leadership Program in September 2023.  Dr. Zikan is currently on study leave in the United Kingdom, pursuing a PhD in Global Health at Royal Holloway, University of London, with support from the Commonwealth Scholarship Award. 

Dr. Anatole Manzi, MPhil, MSPH, PhD 

Dr. Anatole Manzi is Deputy Medical Chief and Director of the Quality and Health Systems Strengthening Department at Partners In Health (globally). He is also an Assistant Professor at the University of Global Health Equity and Visiting Professor at Tufts University and Harvard University in the United States of America. He is also a co-founder of Move Up Global, Inc., a Boston-based organization working to improve access to health and education in resource-limited communities. Prior to that, he led various programs, including Quality Improvement and the Training Department at PIH Boston. Dr Manzi moved to the United States after ten years of working in various capacities related to health systems strengthening in PIH-supported districts in Rwanda. On his professional journey, he has designed and led interventions that have made tremendous strides in quality improvement in key clinical areas, including maternal and child health, infectious diseases, and mental health in Rwanda, Malawi, Lesotho, Liberia, and Haiti. Dr Manzi is a member of various technical working groups including the World Health Organization (WHO), Global Maternal Newborn Network, and Emerging Voices for Global Health. Recently, Dr Manzi was appointed to join one of the best-known fellowships under the name of New Voices organized by the Aspen Institute in the United States. His research focuses on implementation science, specifically the evaluation and validation of quality improvement measures in public health in resource-limited settings. 

Prof. Nobhojit Roy, MD, PhD 

Prof. Nobhojit Roy is the Chair of the Center for Leadership in Global Health at University of Global Health Equity. He trained as a General and Trauma surgeon in Mumbai, India and the U.K. He also holds a MPH from John Hopkins University, Baltimore, USA and a PhD from the Karolinska Institutet, Stockholm, Sweden with a focus on Health systems outcomes and delivering healthcare in resource-poor settings. His academic, clinical and research career for two decades, was as the Professor & Chief of Surgical services at the BARC Hospital, HBNI University, Mumbai, an Universal Health Care scheme for 100,000 people.He leads of the Program in Global Surgery & Trauma at The George Institute of Global Health, India. Previously, his leadership positions globally were: he was the Technical Officer for Surgery & Anaesthesia, Clinical Services & Systems unit, Integrated Health Services department at WHO Headquarters, Geneva. At the regional level, he was the Southeast Asia Health Hub lead at Oxford Policy Management (UK). At the National level, Roy has been the National Advisor, Public Health Planning and Evidence at NHSRC – Ministry of Health & Family Welfare (MoHFW) and at the state-level, the Director of Health Systems Strengthening and Knowledge partnerships at CARE-India, Bihar.Internationally, he has been the Lancet commissioner for Global Surgery (2015) and for NCDs and Injuries in the poorest billion (2020). He teaches Global Health & management in multiple universities in India & overseas and is supervising PhD students in Health systems, leadership, Health Technology assessment and Global health. 

Dr. Esther Itorong, MD, MSc 

Esther Itorong is currently working with the United Nations Development Programme (UNDP) as a Project Specialist. She is a Public Health Specialist, with master’s degree in public health from London School of Hygiene and Tropical Medicine, United Kingdom and a Bachelor of Medicine and Bachelor of Surgery (MBBS) from the University of Juba, Khartoum, Sudan.  An Alumni of the Global Health Delivery Leadership Programme, she is currently pursuing a master’s in business administration in Public Health Management from the Roberts Kennedy College, Switzerland. Dr. Esther has over fifteen years of experience working in the medical field in a challenging and resource constrained environment as a Public Health Specialist with the UN, International Non-Governmental Organizations and supporting the National Ministry of Health. In the course of her work with the UNDP, (the Principal Recipient for the Global Fund (GF) HIV/TB/RSSH Country grant for South Sudan), she has supported the ministry of health in the fight against TB and HIV/ADS as well as  ensuring a resilient system for sustainable health is developed in South Sudan.  She has also been providing consistent support to the National Ministry of Health and the Implementing partners for the achievement of the GF supported grant objectives. Beyond South Sudan, Esther supported the Global Fund Program Management Unit in UNDP Afghanistan Country Office in 2019.
